New Beginnings
Everyday
For over 40 years, The Care Service has been working with the most vulnerable individuals and families in St. Charles, Lincoln and Warren Counties driven by its mission to serve those in crisis and to prevent homelessness and hunger.
Assistance, Support & Resources
The Care Service has been working with individuals and families facing a housing or food insecurity crisis in St. Charles, Lincoln, and Warren Counties. Our goal is to provide them with the resources and personal support needed to map out a meaningful plan for long-term self-sufficiency and stability.

Case Management
Case Management integrates The Care Service’s programs as well as other resources to provide comprehensive support. Through ongoing, evidence-based professional support, case managers help eligible families regain stability and work toward long-term independence. They connect families to resources, create realistic action plans, and track progress through regular home visits. Case Management goes beyond securing housing—case managers help families build the skills needed to maintain long-term stability.
Learn MoreTransitional and Affordable Housing
Providing affordable and transitional housing for low-income families and individuals in need, especially children, the elderly, veterans, and the disabled at properties owned and managed by The Care Service.
Learn MoreHousing Assistance
Our Housing Assistance Program provides families with financial housing assistance in the form of rent, mortgage, or utility payments to prevent an eviction or disconnection. Rental and utility deposits for new housing, as well as hotel vouchers, are also available for those who are homeless or facing homelessness. Providing this financial assistance is the first step toward housing stability.
Learn MoreStreet Outreach
Our Street Outreach teams travel throughout the tri-county area three days a week to meet personally with people experiencing homelessness. Our vans are stocked with basic life-sustaining supplies like food and sleeping bags. During these visits steps are taken to determine how their needs can be met and how we can help them transition into housing. Just like our other clients, the people meeting with our Street Outreach teams receive the assistance, support, and resources necessary to help them achieve their goal of having a permanent place to call home.
Learn MoreFood Pantry
The Care Service’s three food pantries provide nutritious food, personal care items, and cleaning supplies to the individuals and families who rely on us. In addition to our St. Charles food pantry location, we also operate a pantry in Elsberry, and a mobile food pantry with scheduled stops in areas defined as food deserts in St. Charles, Lincoln, and Warren Counties.
Learn MoreAdopt-A-Family
Christmas is the season of hope, and The Care Service’s Adopt-A-Family Program is designed to bring the message of hope to over 300 families who are clients of The Care Service and partnering agencies each year. Community members “adopt” a family or senior citizen and provide gifts and food for a holiday meal based on the wish list prepared by the household. Adopt-A-Family is about far more than the gifts and food – it is a key component of the case management interaction with a family and provides insights into how they are progressing on their path toward stability. Thanks to community support, our clients are assured that someone in the community cares about them.
